Federal Reserve opens comment period on two bank control applications
The Mouser Family Control Group and Robert D. Cook's trust must receive comments by Oct. 19, 2026 on their applications to acquire voting shares of Ohio and Georgia banks.

The Federal Reserve Board announced that the notificants listed below have applied under the Change in Bank Control Act (12 U.S.C. 1817(j)) and Sec. 225.41 of Regulation Y (12 CFR 225.41) to acquire shares of a bank or bank holding company. The public portions of the applications and any related filings required by the Board are available for immediate inspection at the Federal Reserve Banks indicated.
At the Federal Reserve Bank of Cleveland, Barbara J. Mouser, Jason L. Mouser, Denise E. Mouser, Anita K. Mouser, Ronald E. Mouser and Melissia J. Mouser - collectively the Mouser Family Control Group - seek to retain voting shares of Victory Bancshares, Inc., thereby indirectly retaining voting shares of Mt. Victory State Bank, both located in Mt. Victory, Ohio.
At the Federal Reserve Bank of Atlanta, Robert D. Cook, individually and as trustee of The Trust for Brad Cook under the Bobby & Anita Cook Living Trust, seeks to retain voting shares of TCB Bancshares, Inc., thereby indirectly retaining voting shares of The Commercial Bank, both located in Crawford, Georgia.
The public may inspect the applications at the Cleveland or Atlanta Federal Reserve Banks or at the Board's offices. Comments may be sent electronically to the addresses listed for each Reserve Bank or mailed to Benjamin W. McDonough, Secretary of the Board, 20th Street and Constitution Avenue NW, Washington, DC 20551-0001. All comments must be received no later than October 19, 2026 and will be made publicly available without alteration, except for removal of personal or business identifying information.
