GAO reports ODNI has implemented 76 of 139 recommendations
ODNI still has 57 open GAO recommendations as of September 15, 2026
The Government Accountability Office reports that the Office of the Director of National Intelligence has fully implemented 76 recommendations, or 55 percent, of the 139 recommendations GAO made from July 2011 through September 15, 2026.
The 57 remaining open recommendations address workforce management, intelligence enterprise management, personnel vetting, and infrastructure and facilities. In July 2026, GAO identified six of these as recommendations that ODNI should prioritize.
GAO also closed six additional recommendations for various other reasons, such as a program having terminated or changed.
The James M. Inhofe National Defense Authorization Act for Fiscal Year 2023 requires the Comptroller General to submit a list of all GAO recommendations not fully implemented as of September 30, 2023, and annually thereafter through 2028. This letter and its enclosures constitute GAO's fourth submission of that required list.
