GAO urges DOD to consolidate GPS and complementary PNT programs
The Department of Defense and its services must assess consolidation of GPS modernization and alternative PNT efforts after the 2026 cancellation of the Next Generation Operational Control System.

In 2026 the Department of Defense canceled the Next Generation Operational Control System ground control system and shifted to modernizing the existing GPS Operational Control Segment. The change affects all DOD GPS modernization and complementary positioning, navigation, and timing (PNT) initiatives across the Army, Navy, Air Force and Space Force.
GAO found that DOD's GPS modernization remains delayed and over budget, while services pursue fragmented satellite-based, non-satellite-based and backup timing solutions. The Air Force has merged its aviation M-code receiver and multi-PNT efforts into a single joint program office, but similar consolidation has not occurred in the other services.
Congress created a PNT Oversight Council to monitor the portfolio, yet each service retains budget authority, limiting the council's ability to align schedules and funding. GAO concluded that broader consolidation could synchronize development, reduce risk to new satellite launches, and improve strategic alignment.
GAO issued three recommendations directing the Secretaries of the Army, Navy and Air Force to assess where consolidation of their GPS modernization and complementary PNT efforts would enhance alignment with DOD and to develop consolidation plans modeled on the Air Force joint program office. The Department of Defense has concurred with the recommendations.
