OFAC adds five individuals and two charities to SDN List
U.S. persons are barred from dealing with the designated individuals and charities effective Oct. 2, 2026

The Office of Foreign Assets Control issued a notice on Oct. 2, 2026 placing several persons and organizations on the Specially Designated Nationals and Blocked Persons List. All property and interests in property subject to U.S. jurisdiction of the listed parties are blocked, and U.S. persons are generally prohibited from engaging in transactions with them.
The notice designates Faouzi Barika, born 13 Feb 1991 in Tebessa, Algeria, with French nationality, as owned, controlled, or directed by Hamas and for materially assisting Hamas. It also designates Amel Oualid (also known as Bouchekif, Amel), born 03 Jul 1987 in Oran, Algeria, with Algerian nationality, for materially assisting Saleem Abdallah Saleem Al-Zaq.
Two French charities are also designated. Association Baraka, located at 6 Impasse Marie Louise Gachet, St. Andrew de Cubzac 33240, France, established 13 Oct 2023, is designated for being owned, controlled, or directed by Faouzi Barika. Ensemble C Mieux, also known as "TOGETHER IT'S BETTER," located at 58 rue Parmentier, Saint Etienne 42100, France, established 01 Jul 2024, is designated for being owned, controlled, or directed by Amel Qualid.
All designations are made pursuant to section 1(a)(iii)(A) or 1(a)(iii)(C) of Executive Order 13224, as amended by Executive Order 13886, with secondary sanctions risk under section 1(b) of the same order. The SDN List and related sanctions information are available at https://ofac.treasury.gov.
