OFAC adds Mexico-linked individuals to SDN List

U.S. persons must block property and refrain from transactions with the listed individuals as of September 29, 2026.

On September 29, 2026 the Office of Foreign Assets Control issued a sanctions notice publishing the names of persons placed on the Specially Designated Nationals and Blocked Persons List. The notice appears in Federal Register Vol. 91, No. 192, pages 63664-63670, FR Doc No. 2026-20425.

The designated individuals are Mexican nationals linked to the Sinaloa Cartel and were found to satisfy criteria under section 1(a)-(c) of Executive Order 14059, "Imposing Sanctions on Foreign Persons Involved in the Global Illicit Drug Trade," and section 1(a) of Executive Order 13224, "Blocking Property and Prohibiting Transactions With Persons Who Commit, Threaten to Commit, or Support Terrorism," as amended by Executive Order 13886. OFAC imposed blocking sanctions pursuant to section 2(a)(i) of EO 14059 and designated them under the relevant provisions of EO 13224.

The notice lists each person with identifying details, including name, date of birth, place of birth, CURP, and secondary sanctions risk. Example: Rafael Buenrostro Martin, born 28 Dec 1982 in Baja California, Mexico, CURP BUMR821228HBCNRF02, designated for providing financial, material, or technological support to the Sinaloa Cartel. Similar entries are provided for Pedro Ariel Mendivil Garcia, Marco Antonio Moreno Gomez Santelices, Luis Alfonso Torres Torres, Carlos Alberto Torres Torres, Carlos Villela Gomez Santelices, Hildegardo Gastelum Garcia, Ismael Zambada Sicairos, Diosvany Samuel Chapotin Villalba, and Jose Angel Rivera Zazueta.

All property and interests in property subject to U.S. jurisdiction of the listed individuals are blocked, and U.S. persons are generally prohibited from engaging in transactions with them. The SDN List and related program information are available at https://ofac.treasury.gov.
