President bans select Canadian alcoholic beverages from U.S. entry
The ban, effective for imports arriving on or after 12:01 a.m. ET September 29 2026, applies to Canadian alcoholic beverages listed in the proclamation's annex.

Proclamation 11061, dated September 8, 2026, directs that certain Canadian alcoholic beverages be excluded from importation into the United States, effective with respect to goods imported on or after 12:01 a.m. eastern time on September 29, 2026.
The action follows Proclamation 11046 of July 20, 2026, which imposed a 50 percent ad valorem duty on those products under section 338 of the Tariff Act of 1930. A temporary suspension of that duty was issued in Proclamation 11056 of August 18, 2026 for three days, but Canada reneged on its commitment on August 21, 2026, causing the suspension to lapse on August 22, 2026 and the duties to become effective.
Senior executive branch officials reported that Canada maintained the discriminatory treatment and, on August 27, 2026, the Government of Saskatchewan announced an additional 50 percent levy on U.S. alcoholic beverages effective September 8, 2026. The President concluded that an import ban on the affected Canadian alcoholic beverages is consistent with U.S. public interests.
Under the proclamation, goods imported on or after September 29, 2026 are barred entry. Products imported earlier but not yet entered for consumption, or withdrawn from warehouse before that date, remain subject to the 50 percent duty rate established by Proclamation 11046. The specific products are enumerated in the annex to the proclamation.
The President relied on the authority granted by section 338 of the Tariff Act of 1930 and section 604 of the Trade Act of 1974, which permit the exclusion of articles from importation when a foreign country maintains discriminatory practices and the exclusion serves the public interest.
