President bans select Canadian dairy-related imports effective Sep 29
Importers of the listed Canadian products must cease entry after 12:01 a.m. ET on September 29, 2026, as the ban supersedes the 50 % duty.
Proclamation 11062, signed by President Donald J. Trump, excludes certain Canadian products from importation into the United States, effective with respect to goods imported on or after 12:01 a.m. eastern time on September 29, 2026.
The ban replaces the additional ad valorem duties imposed under Proclamation 11047 of July 20, 2026 for those products; goods imported before the effective date but not yet entered for consumption remain subject to the 50 percent duty rate established by that earlier proclamation.
The proclamation authorizes the head of each executive department and agency to take appropriate measures to implement the ban and directs the Commissioner of U.S. Customs and Border Protection, in consultation with the Secretaries of Treasury and Commerce and the United States Trade Representative, to issue necessary rules, regulations, guidance, or determinations.
Citing continued Canadian discrimination through tariff-rate quota allocations on U.S. cheeses, the President notes that Canada reneged on its commitment on August 21, 2026 and maintained the discriminatory measures, finding the exclusion consistent with the public interests under section 338 of the Tariff Act of 1930.
The proclamation supersedes any prior proclamations or executive orders inconsistent with its provisions and delegates approval authority for implementing regulations to the United States Trade Representative pursuant to 19 U.S.C. 1338(h).
