President expands beef trimmings import quota by 300,000 metric tons
The August 26, 2026 proclamation raises the in-quota supply of lean beef trimmings by 300,000 mt for 2026, affecting importers under HTSUS codes 0201.30.5091, 0201.30.5097, 0202.30.5091, 0202.30.5097.

Proclamation 11059, issued on August 26, 2026, temporarily increases the in-quota quantity for lean beef trimmings subject to the United States tariff-rate quota by 300,000 metric tons for the calendar year 2026.
The additional 300,000 mt applies to products classifiable under HTSUS statistical reporting numbers 0201.30.5091, 0201.30.5097, 0202.30.5091, and 0202.30.5097. Allocation will be on a first-come, first-served basis in three 30-day tranches: 100,000 mt from September 1 to September 30, 2026; 100,000 mt from October 1 to October 30, 2026; and the final 100,000 mt from October 31 to November 30, 2026, or until the quota is filled.
The entire additional quantity is allocated to "other countries or areas." The proclamation invokes authority under section 404 of the Uruguay Round Agreements Act and section 604 of the Trade Act of 1974.
The action follows Proclamation 11010 (February 6, 2026), which increased Argentine lean beef trimmings imports by 80,000 mt, and responds to USDA forecasts of a roughly 4 percent decline in beef output and rising consumer prices.
