Treasury launches new system of records for federal student aid oversight
The Department of Treasury's .033 system, effective upon publication, governs student-aid data use starting Nov 6, 2026.

The Department of the Treasury announced a new system of records, Department of the Treasury .033 - Federal Student Aid Portfolio Research, Analysis, Oversight, Reporting, and Compliance Records. The notice was published in the Federal Register Volume 91, Number 193 on October 7, 2026. The system is effective upon publication, and routine uses become effective 30 days after publication on November 6, 2026 unless Treasury receives comments that require changes.
Under an interagency agreement, the Department of Education will provide Treasury with personally identifiable information concerning recipients of federal student aid grants and loans made under Title IV of the Higher Education Act of 1965. The data will originate from Education systems including the National Student Loan Data System, Default Management Collection System, and Enterprise Data Management & Analytics Platform Services. Treasury will use the information for research, analysis, policy development, oversight, reporting, compliance, and program administration.
Records will be maintained by the Office of the Fiscal Assistant Secretary, the Office of Economic Policy, and the Office of the Chief Information Officer within the Departmental Offices at 1500 Pennsylvania Avenue NW, Washington, DC 20220, as well as in Treasury-authorized information technology environments, cloud services, shared drives, collaboration platforms, records management systems, email systems, analytics environments, and contractor-operated facilities. The system is classified as Unclassified.
Access, duplication, redistribution, and destruction of the education-originated personally identifiable information will be subject to the interagency agreement, FERPA, the Privacy Act, and Treasury's information security and privacy safeguards, including role-based access controls, audit logging, periodic access reviews, and required privacy and security training.
Comments must be submitted on or before November 6, 2026 to docket No. TREAS-DO-2026-0628 via regulations.gov or in writing to Ryan Law, Deputy Assistant Secretary for Privacy, Transparency, and Records, at the address listed in the notice. Treasury has reported the system to the House Committee on Oversight and Government Reform, the Senate Committee on Homeland Security and Governmental Affairs, and the Office of Management and Budget as required by 5 U.S.C. 552a(r) and OMB Circular A-108.
