FDIC rescinds two privacy act record systems effective Oct. 6, 2026

FDIC applicant records will be governed by OPM's system of records starting Oct. 6, 2026.

The Federal Deposit Insurance Corporation announced the rescindment of two systems of records - FDIC-001, Honors Attorney Applicant Records, and FDIC-011, Corporate Applicant Recruiting, Evaluating, and Electronic Referral Records - effective on October 6, 2026. The agency determined that both systems duplicate the government-wide system of records notice OPM/GOVT-5, which is administered by the U.S. Office of Personnel Management.

Going forward, the FDIC will rely exclusively on OPM/GOVT-5 for the underlying records previously covered by FDIC-001 and FDIC-011. OPM/GOVT-5 was last republished in full on March 26, 2014 (79 FR 16834) and subsequently modified on December 1, 2021 (86 FR 68291) and February 2, 2022 (87 FR 5874). By aligning with the OPM notice, the FDIC aims to maintain consistent internal privacy practices and avoid multiple notices describing the same data set.

Interested parties may submit written comments identified by Privacy Act System of Records (FDIC-001/011) via the FDIC website, email, mail to Jennifer M. Jones, Deputy Executive Secretary, or hand delivery to the agency's guard station. Comments may be posted publicly on the FDIC's Federal Register publications page, with the agency reserving the right to redact or withhold material deemed inappropriate. All comments will be retained in the public comment file and remain accessible under the Freedom of Information Act.

The rescinded systems were originally published in 84 FR 35184 (July 22, 2019) and most recently amended in 90 FR 51316 (November 17, 2025).
