On Oct. 20, 2026, the National Securities Clearing Corporation filed a proposed rule change with the Securities and Exchange Commission under Section 19(b)(1) of the Securities Exchange Act of 1934 and Rule 19b-4. The filing, identified as Release No. 34-106784; File No. SR-NSCC-2026-012, was published in the Federal Register (Vol. 91, No. 212, pp. 69610-69614) on Oct. 30, 2026, and is effective immediately.

The proposed amendment to the NSCC Rules & Procedures is designed to enhance the automated reasonability checks applied to ETF creation and redemption transactions. It expands the check process to include authorized participants that are NSCC members, requires Index Receipt Agents and those participants to subscribe to NSCC's designated communication method for pended transaction data, and mandates the identification and maintenance of authorized approvers who must confirm the validity of such transactions within prescribed form, manner, and timing.

Currently, NSCC's reasonability checks pend any transaction with a total settlement value of $15 billion or greater, or where the variance between the order's net asset value and the prior-day closing NAV reaches 98 percent or more in either direction. The agency retains authority to adjust these thresholds based on member feedback or market conditions.

By incorporating authorized participants into the check process and clarifying confirmation obligations, NSCC aims to further reduce the risk of processing misvalued or erroneous ETF transactions, thereby protecting members' daily Clearing Fund requirements and overall market integrity.

The Commission is publishing this notice to solicit comments from interested persons on the proposed rule change.
