NYSE American raises manual market-maker fee and adds floor-broker rebate

Effective Aug. 18, 2026, the exchange will charge $0.90 per contract for manual non-penny market-maker trades and credit $0.20 per contract to floor brokers.

On August 31, 2026, the Securities and Exchange Commission published a notice (Release No. 34-106245; File No. SR-NYSEAMER-2026-75; FR Doc No. 2026-18004) that NYSE American LLC filed a proposed rule change on August 18, 2026. The proposal amends the NYSE American Options Fee Schedule and is effective immediately on that date.

The amendment raises the fee that market makers pay for manual transactions in non-penny issues from $0.50 per contract to $0.90 per contract. The current $0.50 fee applies to manual trades by e-Specialists, market makers and specialists, except for certain MX- series issues.

Concurrently, the exchange would introduce a $0.20 per contract rebate payable to floor-broker orders that execute against a market-maker order on the trading floor. For floor brokers participating in the FB Prepay Program, the rebate would replace any rebate earned under the Manual Billable Rebate Program.

The exchange argues that the rebate will encourage floor brokers to route additional manual orders to the floor, while the higher market-maker fee, which affects only the 14% of manual transactions that are non-penny, remains within the range of existing market-maker fees ($0.85 for electronic broker-dealer trades and $0.95 for electronic market-maker trades).

Citing Section 6(b) of the Securities Exchange Act, the filing contends the changes promote an equitable allocation of fees without discriminating among participants. The exchange notes its July 2026 market share of 11.13% of multiply-listed equity and ETF options, in a market of 18 registered options exchanges where no single venue holds more than 16% of volume.
