The Securities and Exchange Commission issued a 60-day notice under the Paperwork Reduction Act of 1995, requesting public comment on the existing information collection associated with Rule 17Ad-22 (17 CFR 240.17Ad-22). The agency intends to submit the collection to the Office of Management and Budget for extension and approval. The notice bears OMB Control No. 3235-0695.

Rule 17Ad-22, adopted to strengthen regulation of clearing agencies, requires registered clearing agencies to develop and enforce written policies covering governance, operations, and risk management. Paragraphs (a)(1) through (e)(23) differentiate requirements for covered clearing agencies - those providing central counterparty or central securities depository services - and for other registered clearing agencies. The SEC estimates the collection imposes an annual burden of 14,121 hours and a cost of $17,753,920.

Comments must address the necessity and utility of the collection, the accuracy of the burden estimate, potential improvements to data quality and clarity, and ways to reduce respondent burden through automation or other information-technology solutions. Written submissions should be directed to Austin Gerig, Director/Chief Data Officer, SEC, c/o Tanya Ruttenberg, via the provided email address no later than December 15, 2026.

The notice emphasizes that a collection may not be conducted without a valid OMB control number and that respondents are not required to provide information absent such authorization.
