U.S. GAO - Naval Shipyards: Complete Information Needed for Decision-Making on Multibillion-Dollar, 50-Year Infrastructure Program
Fast Facts The Navy is taking on its largest-ever construction and restoration effort to improve poor conditions and outdated infrastructure at its 4 shipyards. These shipyards are essential to ensuring the Navy’s aircraft carriers and submarines are fit to fight in operations. This effort could take over 50 years and ultimately cost more than $200 billion. But we found that Navy and congressional oversight requirements don't include regular evaluation of costs, risks, and performance for this effort. Having such information for decision-making would ensure that current plans evolve with the Navy’s future needs. Our recommendations address this and more. Skip to Highlights Highlights What GAO Found The Navy’s Shipyard Infrastructure Optimization Program (SIOP) will surpass $200 billion and take over 50 more years to execute, based on GAO’s analysis of Navy plans. Developing the plans and cost estimates to rebuild the Navy’s four public shipyards has taken the Navy years longer—and will cost much more—than originally anticipated due to multiple challenges and changes involved in the program. For example, environmental issues led to additional projects and more extensive work affecting project plans and costs at the shipyards, including Puget Sound Naval Shipyard (see figure). Seismic Risks Identified at Puget Sound Naval Shipyard The Navy established an oversight framework to guide SIOP plans and decisions over the duration of the program. The framework includes tools and requirements typically used for major defense acquisition programs—like for missiles, aircraft, or ships. However, the Navy has not outlined steps in the framework to reevaluate program objectives and resources as the program progresses over the next several decades. HOUSTON—The U.S. Department of Energy (DOE), in coordination with the White House National Energy Dominance Council (NEDC), the U.S. Department of the Interior (DOI), and the U.S. Environmental Protection Agency (EPA) hosted G20 Energy Ministers at the G20 Energy Abundance Ministerial in Houston, Texas, from September 14–16, 2026.Under President Trump’s leadership, the U.S. recentered G20 conversations on affordability, reliability, and security—affirming the essential role of hydrocarbons, nuclear energy, and advanced technologies in delivering energy abundance and driving economic prosperity.G20 Energy Ministers reached consensus on four outcomes: advancing energy access and closing the clean cooking gap, supply chain security, infrastructure development, and water resilience. The outcomes reflect the significant progress following nearly a year of dialogue with the G20 to support the commonsense solutions that President Trump has championed to increase access to affordable, reliable, and secure energy; speed the development of critical infrastructure; and reduce vulnerabilities in energy supply chains.Under U.S. Secretary of Energy Chris Wright’s leadership, G20 Energy Ministers endorsed a clean cooking access declaration to support affordable, reliable, and scalable solutions for closing the clean cooking gap—including the use of liquefied petroleum gas, or LPG, which has accounted for roughly 75% of global gains in clean cooking access since 2010. Energy Department Announces Speed to Power Investments Across 26 States to Lower Electricity Costs and Improve Grid Reliability
WASHINGTON—The U.S. Department of Energy’s (DOE) Office of Electricity (OE) today announced its intention to help fund 31 grid-improvement projects across 26 states as part of the Department’s Speed to Power through Accelerated Reconductoring and other Key Advanced Transmission Technology Upgrades (SPARK) initiative. The projects will receive $5.25 billion in total, $1.9 billion in federal funding from DOE and $3.35 billion in recipient cost-share funding, to improve grid reliability and lower electricity costs for approximately 100 million Americans.Project recipients are expected to reconductor or rebuild more than 1,500 miles of transmission lines and deploy Grid-Enhancing Technologies (GETs) across nearly 21,000 miles. Energy Department Announces $99 Million for 21 Projects to Advance U.S. Geothermal Energy Development
WASHINGTON—The U.S. Department of Energy (DOE) today announced more than $99 million for 21 projects selected to advance geothermal energy development across the United States. The projects will conduct field-scale tests of next-generation geothermal technologies and exploration drilling to characterize and potentially confirm promising geothermal resources. Thanks to President Trump’s leadership, the Energy Department is advancing American geothermal innovation to unlock the nation’s abundant domestic energy resources. Geothermal can provide reliable, around-the-clock power to help meet growing demand while strengthening U.S. energy security.“These projects will empower American innovators to unlock the tremendous geothermal resources beneath our feet,” said DOE Under Secretary of Energy Kyle Haustveit. “Under President Trump’s leadership, we’re advancing next-generation geothermal technologies that can lower costs, strengthen American energy dominance, and turn more of our vast domestic geothermal resources into reliable and affordable power.”The 21 projects will advance geothermal development in two key areas. Five projects will conduct field-scale enhanced geothermal systems (EGS) tests to validate technologies under real-world conditions, while 16 additional projects will conduct exploration drilling to identify and characterize promising next-generation geothermal resources. Together, these efforts will help reduce technical and development risk and provide the information needed to support future commercial projects and investment. Data generated by these projects will be publicly available through DOE’s Geothermal Data Repository (GDR), giving industry, researchers, and other stakeholders access to information from the field tests and geothermal exploration activities. Energy Secretary Secures Mid-Atlantic Grid Due to Anticipated Stressed System Conditions
WASHINGTON—The U.S. Department of Energy today issued an emergency order to mitigate blackout risks in the Mid-Atlantic ahead of the forecasted hot weather conditions and planned transmission outages. The order directs PJM Interconnection, L.L.C. (PJM) to dispatch specified resources and to order their operation as needed to maintain reliability. The order also authorizes PJM to direct backup generation resources to operate as a last resort before declaring an Energy Emergency Alert (EEA) 3 or during an EEA 3. PJM is authorized to call upon its Transmission Owners and Electric Distribution Companies to implement the order as needed. The order was issued pursuant to an application from PJM submitted on September 16, 2026.“Today’s order will help secure reliable electricity access for millions of American families and businesses across the Mid-Atlantic by making additional power generation, including back-up power, available to use as needed,” said U.S. Secretary of Energy Chris Wright. “It should come as no surprise that during the end of summer and early fall, there are fewer hours of daylight—and therefore, less power generation from solar power. The North American Electric Reliability Corporation and others have warned of the potential dangers late summer temperature spikes can pose to the grid when leaders prematurely retire reliable power sources. While past leaders’ energy subtraction policies have made the grid more vulnerable to blackouts when the sun doesn’t shine or the wind doesn’t blow, this administration remains committed to using every available tool to prevent blackouts.”DOE estimates more than 35 GW of unused backup generation remains available nationwide.The order is in effect upon issuance on September 17, 2026, through September 18, 2026.
