24X Exchange amends Rule 8.1(d) to clarify FINRA disciplinary role

On September 8 2026, 24X National Exchange LLC filed a proposed rule change to amend subparagraph (d) of Rule 8.1 (Disciplinary Jurisdiction). The amendment clarifies that the Exchange and FINRA are parties to a regulatory services agreement under which FINRA's Office of Disciplinary Affairs may review the Exchange's disciplinary matters and, pursuant to that agreement, may perform some or all adjudication functions described in the Exchange's rules.

The filing, identified as SR-24X-2026-24 and released as No. 34-106351, states that the change is intended to replace non-specific references to "other self-regulatory organizations" with a precise description of FINRA's role. By doing so, the Exchange aims to reduce investor and market-participant confusion and to increase transparency in the application of disciplinary rules.

The Exchange asserts that the amendment is consistent with Section 6 and Section 6(b)(5) of the Securities Exchange Act of 1934, and that it does not impose any unnecessary burden on competition. No written comments were solicited or received from members, participants, or other interested parties.

Because the proposal does not significantly affect investor protection, the public interest, or competition, the Commission has deemed it effective immediately under Section 19(b)(3)(A) of the Act and Rule 19b-4(f)(6). The Commission retains the authority to temporarily suspend the rule change within 60 days of filing if it deems such action necessary. Comments on the proposal must be submitted by October 8 2026, referencing file number SR-24X-2026-24.
