Federal Reserve accepts TabaPay's bank holding company formation application
TabaPay, Inc. must receive written comments by Oct. 14, 2026 on its proposed acquisition of Transact Bank, NA and new subsidiaries.

The Federal Reserve Board published a notice (FR Doc 2026-18763, filed Sep. 11, 2026 at 8:45 a.m.) announcing that TabaPay, Inc., Palo Alto, California, has applied to become a bank holding company by acquiring Transact Bank, National Association, Denver, Colorado. The application also seeks approval for a de novo data-processing subsidiary under section 225.28(b)(14) of Regulation Y and a money-transmission subsidiary, TabaPay Payment Services LLC, under section 4(c)(8) of the Bank Holding Company Act.
The public portions of the application and any related filings are available for immediate inspection at the Federal Reserve Bank of San Francisco, 101 Market Street, San Francisco, California 94105-1579, and at the Board's Washington, DC offices. Interested parties may also obtain the materials on an expedited basis by contacting the appropriate Reserve Bank or the Board's Freedom of Information Office.
Comments on the standards set forth in the BHC Act (12 U.S.C. 1842(c)) and, where applicable, the non-banking standards in section 4 of the Act (12 U.S.C. 1843) must be submitted in writing to the San Francisco Reserve Bank or to the Board's Secretary, Benjamin W. McDonough, at the Washington address, no later than Oct. 14, 2026. Comments are generally public and will be disclosed without alteration, except for confidential personal or business information.
The notice directs that electronic comments may be sent to the email address provided by the San Francisco Reserve Bank. The Board of Governors, represented by Associate Secretary Michele Taylor Fennell, signed the notice.
