Federal Reserve announces Van Cleef Trust's application for indirect control of Citizens State Bank
The Van Cleef Family Revocable Trust seeks to acquire voting shares of Carleton Agency, Inc., affecting Citizens State Bank, with comments due Oct. 5, 2026

The Federal Reserve published a Change in Bank Control notice (FR Doc 2026-19194, filed Sep. 17, 2026) indicating that the Van Cleef Family Revocable Trust, co-trustees Michael and Nancy Van Cleef of Carleton, Nebraska, have applied under the Change in Bank Control Act (12 U.S.C. 1817(j)) and Regulation Y (12 CFR 225.41) to acquire voting shares of Carleton Agency, Inc., thereby indirectly acquiring voting shares of Citizens State Bank, Carleton, Nebraska.
The public portions of the application and any related filings are available for immediate inspection at the Federal Reserve Bank of Kansas City and at the Board of Governors' offices. Requests for expedited access may be made through the appropriate Reserve Bank or the Board's Freedom of Information Office.
Interested parties may submit written comments on the standards enumerated in paragraph 7 of the Act. Comments must be filed with the Federal Reserve Bank of Kansas City (Jeffrey Imgarten, Assistant Vice President, 1 Memorial Drive, Kansas City, MO 64198-0001) or with the Board of Governors, Secretary Benjamin W. McDonough, 20th Street and Constitution Avenue NW, Washington, DC 20551-0001, no later than Oct. 5, 2026. Comments are generally public and will not be edited to remove personal or business identifiers, except for confidential information.
The notice records that Michael Van Cleef previously received Federal Reserve approval to acquire voting shares of Carleton Agency, Inc. in his individual capacity. The current filing seeks to acquire the same shares through the family trust acting in concert.
The Board of Governors of the Federal Reserve System signed the notice, with Associate Secretary Michele Taylor Fennell.
