Federal Reserve issues Change in Bank Control notice for Lucky family acquisition
The Lucky Family Control Group's proposed purchase of voting shares in First National Financial Corp and First NaturalState Bank is open for public comment through Sept. 24, 2026.

The Board of Governors of the Federal Reserve System has published a notice of applications filed under the Change in Bank Control Act (12 U.S.C. 1817(j)) and Regulation Y (12 CFR 225.41). The applicants - Alesia Lucky, the Carl F. Lucky, Jr. Survivor Trust, Jane Lucky as trustee, Virginia Abernathy, the Arthur S. Lucky Revocable Trust, Laura Lucky Batey, Carl Lucky III, Diane Lucky and Susan White - seek to join the Lucky Family Control Group to retain voting shares of First National Financial Corporation and, indirectly, First NaturalState Bank, both located in McGehee, Arkansas.
Public portions of the applications and any related filings required by the Board are available for immediate inspection at the Federal Reserve Bank of St. Louis, P.O. Box 442, St. Louis, Missouri 63166-2034, and at the Board's offices in Washington, DC. Expedited copies may be requested through the Board's Freedom of Information Office. Interested parties may submit written comments on the standards set forth in paragraph 7 of the Act to the Reserve Bank indicated or to the Board's Secretary, Benjamin W. McDonough, at 20th Street and Constitution Avenue NW, Washington, DC 20551-0001, no later than September 24, 2026. Electronic comments may be sent to the email address provided in the notice.
Comments are subject to public disclosure and will be made available without alteration, except for the removal of personal, confidential, or identifying information. The Board will consider the comments in evaluating the applications under the criteria enumerated in paragraph 7 of the Act.
