Federal Reserve lists Mullins and Fairbank trust applications for bank share purchases
The Mullins and Fairbank family trusts and associated control groups must receive public comment by Sept. 15, 2026 on their proposed acquisitions.

The Board of Governors of the Federal Reserve System published a notice (FR Doc 2026-17753) on Aug. 31, 2026 announcing applications filed under the Change in Bank Control Act (12 U.S.C. 1817(j)) and Regulation Y (12 CFR 225.41) to acquire voting shares of banks or bank holding companies.
At the Federal Reserve Bank of Chicago, William D. Mullins Revocable Trust and Janice M. Mullins Revocable Trust, both of Algona, Iowa, seek to join the Bierstedt Family Control Group to acquire voting shares of Burt Bancshares, Inc., thereby indirectly acquiring voting shares of Security State Bank, Algona, Iowa.
At the Federal Reserve Bank of Kansas City, several trusts - including the Kimberly J. Fairbank Family Trust, the Trenton L. and Sara M. Fairbank Revocable Trust, the Joe D. Butcher Family Trust-Grant Butcher Share, the Joe D. Butcher Family Trust-Robert Butcher Share, the Kimberly Jo Fairbank Family Trust, the Grant D. Butcher GST Trust, the Robert L. Butcher GST Trust, and Dea Ann Kreisman - seek to join the Butcher Family Control Group. The applications propose to retain voting shares of First National Agency, Inc., First National Bank in Cimarron, Kansas, Santa Fe Trail Banc Shares, Inc., and Centera Bank, both of Sublette, Kansas.
The public portions of these applications are available for inspection at the indicated Federal Reserve Banks and the Board's offices. Written comments on the standards set forth in paragraph 7 of the Act must be submitted to the Reserve Bank identified or to the Board Secretary, Benjamin W. McDonough, at 20th Street and Constitution Avenue NW, Washington, DC 20551-0001, no later than Sept. 15, 2026. Comments are subject to public disclosure.
