Federal Reserve Opens Comment Period on Brown Family Bank Share Acquisitions
The Brown Family Group's applications to acquire voting shares of Pueblo Bancorporation and PB&T Bank are subject to public comment through September 9, 2026.

The Federal Reserve System published a notice (FR Doc No. 2026-17310, filed August 24, 2026) announcing that several applications filed under the Change in Bank Control Act (12 U.S.C. 1817(j)) and Regulation Y (12 CFR 225.41) are open for public comment. The applications seek approval for the Brown Family Group to acquire voting shares of Pueblo Bancorporation and, by extension, PB&T Bank, both located in Pueblo, Colorado.
The notificants include the Kenneth Scott Brown Revocable Trust dated December 18, 2025, the Rene' Brown Revocable Trust dated January 30, 2017, the Karla Lynn Brown Revocable Trust dated December 18, 2025, the Josephine Marie Brown Revocable Trust dated 6/26/25, and three 2018 Irrevocable Trusts for Sam C. Brown, III; Kenneth Scott Brown; and Michelle Rene Brown. Additional individuals named are JoVanna Dukes of Clancy, Montana, and Chad Robertson of Lonetree, Colorado. All are identified as members of the Brown Family Group, a group acting in concert to retain voting shares of Pueblo Bancorporation and thereby indirectly retain voting shares of PB&T Bank. Each member was previously permitted by the Federal Reserve System to acquire voting shares of Pueblo Bancshares in an individual capacity.
Comments on each application must be received by September 9, 2026, either at the Federal Reserve Bank of Kansas City (Jeffrey Imgarten, Assistant Vice President, 1 Memorial Drive, Kansas City, Missouri 64198-0001) or at the Board of Governors' office, Benjamin W. McDonough, Secretary of the Board, 20th Street and Constitution Avenue NW, Washington, DC 20551-0001. Electronic comments may be sent to the protected email address provided in the notice. All comments are subject to public disclosure and will generally be made available without alteration, except for removal of personal or business identifying information.
