Federal Reserve posts Change-in-Control applications for Lena, Illinois banks
Applicants seek voting shares of First Lena Corp. and Citizens State Bank; comments due by Sept. 21, 2026.

The notice, published September 4, 2026, states that several individuals and trusts have applied under the Change in Bank Control Act (12 U.S.C. 1817(j)) and Regulation Y (12 CFR 225.41) to acquire voting shares of First Lena Corporation and Citizens State Bank, both located in Lena, Illinois.
The applicants - Jamie A. Hagenow of Verona, Wisconsin; Carrie E. Jones of Platteville, Wisconsin; Valerie Battisti of Palatine, Illinois; Baline Stamm; the Jeffrey L. Stamm Trust with Jeffrey L. Stamm as trustee; the Cali R. Lelle Trust A with Cali R. Lelle as trustee; and the Cali Lelle Revocable Living Trust with Cali R. Lelle and Larry Lelle as co-trustees - have joined the Lelle-Stamm Family Group, a group acting in concert, to retain voting shares of First Lena Corporation and thereby indirectly retain voting shares of Citizens State Bank.
Comments on the applications must be submitted to the Federal Reserve Bank of Chicago, 230 South LaSalle Street, Chicago, Illinois 60690-1414, or to the Board of Governors at 20th Street and Constitution Avenue NW, Washington, DC 20551-0001, no later than September 21, 2026. Electronic comments may be sent to the address provided in the notice.
The public portions of the applications and any related filings are available for immediate inspection at the Federal Reserve Bank of Chicago and at the Board of Governors' offices.
