Federal Reserve publishes notice of share acquisition application for Republic Bancshares
The notice applies to the Ruggels Family Group's request to retain voting shares of Republic Bancshares, Inc. and Southwind Bank, with comments due by Sept. 25, 2026.

The Board of Governors of the Federal Reserve System has issued a Change in Bank Control notice under the Change in Bank Control Act (12 U.S.C. 1817(j)) and Regulation Y (12 CFR 225.41). The notice lists an application to acquire shares of a bank or bank holding company and invites public comment.
The public portions of the application, along with any related filings, are available for immediate inspection at the Federal Reserve Bank of Kansas City, 1 Memorial Drive, Kansas City, Missouri 64198-0001, and at the Board's offices, 20th Street and Constitution Avenue NW, Washington, DC 20551-0001. Requests for expedited access may be directed to the appropriate Reserve Bank or the Board's Freedom of Information Office.
The application is filed by Thomas Ruggels of Steilacoom, Washington; Deena Ruggels and Brady Ruggels of Russell, Kansas; collectively the Ruggels Family Group, acting in concert to retain voting shares of Republic Bancshares, Inc., Russell, Kansas, and thereby indirectly retain voting shares of Southwind Bank, Natoma, Kansas.
Comments must be submitted in writing to the Federal Reserve Bank of Kansas City or to the Board of Governors, Benjamin W. McDonough, Secretary of the Board, no later than September 25, 2026. Comments are generally disclosed publicly without alteration, except for removal of personal or business identifying information.
