SEC adds MX2 LLC to Options Order Protection and Locked/Crossed Market Plan
MX2 LLC joins the Options Order Protection and Locked/Crossed Market Plan effective September 1, 2026, expanding the list of participating exchanges.

Pursuant to Section 11A(a)(3) of the Securities Exchange Act of 1934 and Rule 608, the Securities and Exchange Commission published a notice on September 10, 2026 that MX2 LLC filed an amendment to the Options Order Protection and Locked/Crossed Market Plan on September 1, 2026. The amendment adds MX2 as a Participant and is effective immediately under Rule 608(b)(3)(iii). The filing is identified as Release No. 34-106328, File No. 4-546, and FR Doc No. 2026-18809.
The Plan requires options exchanges to provide order protection and address locked and crossed markets in eligible options classes. Existing Participants listed in the notice include BOX, Cboe, Cboe BZX, Cboe C2, Cboe EDGX, MEMX, MIAX, Emerald, PEARL, Sapphire, Nasdaq, Nasdaq BX, Nasdaq GEMX, Nasdaq ISE, Nasdaq MRX, Nasdaq Phlx, NYSE American, and NYSE Arca. A "Participant" is defined as an Eligible Exchange whose participation becomes effective pursuant to Section 3(c) of the Plan.
Section 3(c) permits an Eligible Exchange to become a Participant by executing a copy of the Plan, providing each current Participant with that copy, and effecting an amendment as specified in Section 4(b). MX2 submitted an executed copy of the Plan and sent it to each current Participant, as confirmed in a letter from Anders Franzon, General Counsel of MX2, to SEC Secretary Vanessa Countryman dated September 1, 2026.
The amendment is subject to summary abrogation by the Commission within sixty days under Rule 608(a)(1) if it is deemed contrary to the public interest, investor protection, or market fairness. The Commission invites written comments on the amendment, which must be received on or before October 6, 2026. Comments may be submitted electronically via the SEC's internet comment form or by email, referencing File Number 4-546, or in paper form to the SEC Secretary's office in triplicate.
