IRS seeks comments on individual tax return information collection

Individuals and households must comment by Oct. 26, 2026 on the IRS's proposed renewal of Form 1040 and related schedules.

The Internal Revenue Service issued a notice under the Paperwork Reduction Act inviting comments on its information collection for U.S. Individual Income Tax Returns and related forms, schedules, attachments, and published guidance. The request is identified by OMB Control No. 1545-0074 and is being submitted for renewal.

Written comments must be received on or before October 26, 2026. Comments should be directed to Andres Garcia at the address provided, with the OMB control number in the subject line, or emailed as indicated. Ronald J. The preliminary estimates list 170,400,000 respondents, an average time burden of 11 hrs. 27 mins per return, a total annual time burden of 1,950,000,000 hours, a monetized time cost of $44,242,000,000, out-of-pocket costs of $51,234,000,000, and a total monetized burden of $95,476,000,000.

The collection covers Form 1040 and all related schedules and attachments listed in Appendix A, including Schedule 1 through Schedule SE, Form 1040-SR, Form 1040-SS, and various specialized forms such as 1040-NR and 1040-C. The notice notes that recent regulatory guidance changes have added and removed forms, and the final burden estimates will be released with the Treasury's 30-day comment notice.
