NYSE Texas adds 4 kW partial cabinet co-location option

All NYSE Texas co-location users will see the new 4 kW Partial Cabinet Solution bundle and updated timing protocol language effective immediately, with full implementation by Oct 31 2026.

On August 26, 2026, NYSE Texas, Inc. filed a proposed rule change (Release No. 34-106305; File No. SR-NYSETEX-2026-32) that the SEC published on September 9, 2026. The filing invokes Section 19(b)(1) of the Securities Exchange Act and Rule 19b-4, and the change is effective immediately.

The amendment adds a 4 kW Partial Cabinet Solution (PCS) bundle, designated as Option B, alongside the existing 2 kW Option A. Option A will retain a $10,000 initial charge and a $16,500 monthly charge; Option B will carry a $12,000 initial charge and a $19,000 monthly charge. The fee schedule will also replace the phrase "Precision Timing Protocol" with "Precision Time Protocol" throughout the PCS description.

The proposed rule applies uniformly to all PCS bundles and to every NYSE Texas user that purchases a partial cabinet solution. Eligibility requires a single PCS bundle per user and affiliates, with an aggregate cabinet footprint not exceeding 2 kW for Option A or 4 kW for Option B. The change does not differentiate among market participant types.

NYSE Texas anticipates that the new 4 kW bundle will attract a modest number of additional users and will allow existing users, including those with 4 kW dedicated cabinets, to convert to the PCS option if they meet the qualifications. No other issues or compliance problems were identified.

The exchange cites Section 6(b) of the Act as the statutory basis, noting that the amendment furthers the objectives of Section 6(b)(5) by promoting equitable trade practices.
