OFAC blocks two individuals, unblocks Al-Nusrah Front

U.S. persons must cease transactions with the two newly designated individuals as of Aug. 24 2026, while property of Al-Nusrah Front is unblocked.

On August 24, 2026, the Office of Foreign Assets Control (OFAC) placed two persons on the Specially Designated Nationals and Blocked Persons List (SDN List) and removed the entity known as AL-NUSRAH FRONT from that list. The actions are taken pursuant to Executive Order 13224 of September 23, 2001, as amended by Executive Order 13886 of September 9, 2019.

The two newly designated individuals are: AL-KA'BI, Sa'd bin Sa'd Muhammad Shariyan, a Qatar national, designated under section 1(a)(iii)(C) of EO 13224, as amended, for materially assisting Al Qa'ida; and ZAYNIYAH, Jamal Husayn, a Syrian national, designated under the same authority for materially assisting Hurras al-Din. Both are subject to secondary sanctions risk under section 1(b) of EO 13224, as amended.

The notice also states that the entity AL-NUSRAH FRONT - listed under numerous aliases including "AL NUSRAH FRONT FOR THE PEOPLE OF LEVANT" and "THE VICTORY FRONT" - has been removed from the SDN List, and that a series of individuals previously listed in connection with that entity have had their property and interests in property unblocked. The unblocked individuals include, among others, AL-AJMI, Shafi Sultan Mohammed (Kuwait), AL-`ALLAK, Ashraf Ahmad Fari' (Jordan), and ALSHEAK, Omar (Turkey). Their property and interests subject to U.S. jurisdiction are no longer blocked.
