OFAC Publishes General License 12 for ICC Sanctions Wind-Down
The license permits U.S. persons to complete wind-down transactions with Abdoulaye Seye, Tomoko Akane, or entities they control through 12:01 a.m. EDT on September 17 2026.
The Office of Foreign Assets Control has published General License 12, issued on August 18, 2026, to authorize the wind-down of transactions involving certain persons blocked under the International Criminal Court-Related Sanctions Regulations. The authorization remains in effect through 12:01 a.m. eastern daylight time, September 17, 2026.
The license covers transactions that are ordinarily incident and necessary to wind down any transaction involving Abdoulaye Seye; Tomoko Akane; or any entity in which one or more of the above persons own, directly or indirectly, individually or in the aggregate, a 50 percent or greater interest. Payments to a blocked person must be made into a blocked interest-bearing account located in the United States, in accordance with the ICCSR.
Paragraph (b) of the license expressly limits its scope: it does not authorize any other transactions prohibited by the ICCSR, including those involving any other person blocked pursuant to the regulations, unless a separate authorization is issued.
