OFAC Publishes General License 2 for DRC and Rwanda Transactions

The Office of Foreign Assets Control has published General License No. 2 (GL 2) in the Federal Register (Vol. 91, No. 183, September 23, 2026, FR Doc No 2026-19423, pp. 60303-60304). GL 2 was originally issued on July 10, 2026 and made available on OFAC's website at that time.

GL 2 authorizes, subject to the Democratic Republic of the Congo Sanctions Regulations (31 CFR part 547), all transactions ordinarily incident and necessary to export or reexport agricultural commodities, medicine, medical devices, replacement parts and components for medical devices, software updates for medical devices, or to conduct clinical trials and other medical research activities to the Democratic Republic of the Congo, the Republic of Rwanda, or to persons in third countries purchasing specifically for provision to those nations.

For purposes of the license, "agricultural commodities" are defined by section 102 of the Agricultural Trade Act of 1978 and include food for humans or animals, seeds for food crops, fertilizers or organic fertilizers, and reproductive materials such as live animals, fertilized eggs, embryos, and semen. "Medicine" and "medical devices" are defined by the Federal Food, Drug, and Cosmetic Act as "drug" and "device," respectively.

The license expressly does not authorize any transaction otherwise prohibited by the sanctions regulations unless separately authorized, and it does not relieve any person from compliance with other federal laws or agency requirements. The authorizations cover all transactions ordinarily incident to the provision of medical care and the operation of medical clinics or facilities.
