OFAC Publishes General License 60 for Venezuela Earthquake Relief
U.S. persons and financial institutions may conduct earthquake-relief transactions with Venezuela through Oct. 23 2026 under GL 60.

The Office of Foreign Assets Control has published General License 60, authorizing transactions related to earthquake relief efforts in Venezuela that would otherwise be prohibited by the Venezuela Sanctions Regulations, 31 CFR part 591. The license was issued on June 25 2026 and remains effective through 12:01 a.m. eastern daylight time, October 23 2026. It binds any person subject to the Venezuela Sanctions Regulations, including U.S. financial institutions and U.S. registered money transmitters.
Paragraph (a) of the license authorizes all transactions supporting earthquake relief, including the processing or transfer of funds on behalf of third-country persons to or from Venezuela. U.S. financial institutions and U.S. registered money transmitters may rely on the originator of a funds transfer for compliance with paragraph (a), provided they do not know or have reason to know the transfer is non-compliant.
Paragraph (b) expressly limits the license. It does not authorize the unblocking of any property blocked pursuant to the Venezuela Sanctions Regulations, nor does it permit any other transactions prohibited by any other Executive order or by any part of 31 CFR chapter V not referenced in the license. A note clarifies that the license does not relieve any person from compliance with other Federal laws or requirements of other Federal agencies.
