The continuation, effective beyond Nov. 14, 2026, keeps Executive Order 12170 in force for the United States.

On November 3, 2026, the President issued a notice continuing the national emergency with respect to Iran for an additional year, as required by section 202(d) of the National Emergencies Act (50 U.S.C. 1622(d)). The continuation extends the emergency declared on November 14, 1979 under Executive Order 12170, which was issued pursuant to the International Emergency Economic Powers Act (50 U.S.C. 1701 et seq.) to address the "unusual and extraordinary threat" to U.S. national security, foreign policy, and economy posed by the situation in Iran.

The notice states that relations with Iran have not yet normalized and that implementation of the agreements dated January 19, 1981 remains ongoing. Accordingly, the measures adopted on November 14, 1979 must remain in effect beyond November 14, 2026. The President's action extends the emergency for exactly one year, without altering the underlying authority of Executive Order 12170.

The continuation is expressly distinguished from the emergency declared in Executive Order 12957 on March 15, 1995, and from the emergency renewal dated March 2, 2026. This clarification underscores that the current renewal pertains solely to the 1979 emergency and its associated authorities.

The notice will be published in the Federal Register and transmitted to Congress, fulfilling the statutory requirements for a national emergency continuation. The Federal Register entry appears in volume 91, number 213, on page 69947, with filing details listed as FR Doc 2026-22685, filed November 4, 2026 at 11:15 a.m.
