President Extends National Emergency on PRC-Linked Securities Investments
The national emergency on securities investments that finance certain Chinese companies continues for one year beyond Nov. 12, 2026, affecting U.S. investors and market participants.

On November 3, 2026, the President issued a notice continuing the national emergency declared in Executive Order 13959 of November 12, 2020, and expanded by Executive Order 14032 of June 3, 2021. The continuation is for one year beyond November 12, 2026, pursuant to section 202(d) of the National Emergencies Act (50 U.S.C. 1622(d)). The notice appears in the Federal Register as FR Doc. 2026-22688, filed 11-4-26; 11:15 am; billing code 3395-F4-P.
Executive Order 13959 originally addressed the "unusual and extraordinary threat" posed by securities investments that finance certain companies of the People's Republic of China (PRC). The President later signed Executive Order 13974 on January 13, 2021, amending EO 13959, and Executive Order 14032 on June 3, 2021, which expanded the emergency's scope, revoked EO 13974, and added concerns about Chinese surveillance technology used abroad or to facilitate repression.
The notice reiterates that the threat from securities investments that finance certain PRC companies and certain uses and development of Chinese surveillance technology continues to pose an unusual and extraordinary threat to U.S. national security, foreign policy, and economy. Accordingly, all restrictions and prohibitions imposed under the original and amended orders remain in effect for the additional year.
The continuation notice is published in the Federal Register and transmitted to Congress, ensuring that the legal framework governing U.S. investors' exposure to the identified PRC entities remains operational through the extended period.
