SEC adopts updated EDGAR Filer Manual, effective Oct. 6, 2026
All EDGAR filers must follow the revised Volume II manual and new electronic filing interfaces starting September 14 2026.

The Securities and Exchange Commission issued a final rule adopting amendments to Volume II of the Electronic Data Gathering, Analysis, and Retrieval system (EDGAR) Filer Manual, Version 78 (September 2026), and revising 17 CFR 232.301. The updated manual is incorporated by reference as of October 6 2026, the rule's effective date, under the approval of the Director of the Federal Register (Release Nos. 33-11438; 34-106345; 39-2565; IC-36326; FR Doc No 2026-20461).
Key changes include moving technical XBRL submission guidance from Chapter 6 to the separate EDGAR XBRL Guide, correcting the cover-page label on Forms 13F and 13F-CTR from "Special Instruction 5" to "Special Instruction 4," and launching new online interfaces with EDGAR Release 26.3 on September 14 2026. Filers can now submit ANE Exception Notices and withdrawals live on EDGAR, with mandatory electronic filing beginning January 1 2027 (email submissions permitted through December 31 2026). Likewise, Form 1 and its variants may be filed live on September 14 2026, with paper filings ending March 1 2027 and electronic filing required thereafter. Test submissions for both interfaces are available from September 14 2026, and a beta environment is accessible two weeks prior.
The rule cites authority under the Securities Act of 1933, the Exchange Act of 1934, the Trust Indenture Act of 1939, and the Investment Company Act of 1940. The action is not a significant regulatory action under Executive Order 12866, does not require notice-and-comment under the APA, and is effective less than 30 days after publication to align with system upgrades.
