Treasury Seeks Comments on Nine IRS Information Collections

Business, individuals and governments must comment by Oct. 1 2026 on IRS data-gathering forms ranging from country-by-country reporting to mortgage interest statements.

The Department of the Treasury announced that it will submit nine Internal Revenue Service information collection requests to the Office of Management and Budget for review and clearance under the Paperwork Reduction Act of 1995. Written comments must be received on or before October 1, 2026 to be assured of consideration.

The first collection, titled "Country-by-Country Reporting" (OMB Control Number 1545-2272), extends the existing requirement for U.S. persons that are ultimate parents of multinational enterprises with annual revenue of $850 million or more to file Form 8975. The notice estimates 46,790 responses, each taking 6 hours, 41 minutes, for a total annual burden of 299,822 hours.

The second collection, "Carrier Summary Report, Terminal Operator Report, and Request for Extension of Time to File an ExSTARS Information Return" (OMB Control Number 1545-1733), also seeks an extension. It requires bulk transport carriers and terminal operators to file Forms 720-CS, 720-TO, and 8809-EX. The estimate calls for 544,380 respondents, 4 hours, 39 minutes per response, and 2,530,383 total burden hours.

Other collections include: (1) "Return for Nuclear Decommissioning Funds and Certain Related Persons" (Form 1120-ND) with 10 respondents and 326 burden hours; (2) "IRS e-file Provider Participation and Compliance Requirements" (Publications 3112, 1345, 4163) with 151,451,972 respondents, 1 hour each, and 151,451,972 burden hours; (3) "Clean Vehicle Credits" (Form 15400) with 200 respondents and 1,125 burden hours; (4) "Low-Income Communities Bonus Credit Program" (TD 9979) with 70,000 respondents and 210,000 burden hours; (5) "Pre-Filing Registration for Elective Payment and Transfer Elections" (TD 9988-9993) with 70,500 respondents and 434,471 burden hours; (6) "Reporting Requirements for Recipients of Points Paid on Residential Mortgages and Mortgage Interest Statement" (Form 1098) with 75,912,060 respondents and 18,946,931 burden hours; and (7) a revision to the "Miscellaneous Income" (Form 1099-MISC) collection.
