Fed Announces Change-in-Bank-Control Notices for Midland Financial and Midfirst Bank
Marissa B. Records and Raymond Kido must file comments by Oct 16, 2026 on applications to acquire voting shares of Midland Financial Co. and Midfirst Bank.

The Federal Reserve System published notices that two applicants have filed Change in Bank Control Act applications to acquire voting shares of Midland Financial Co. and Midfirst Bank, both located in Oklahoma City. Comments on the applications must be received by October 16, 2026.
The first applicant, Marissa B. Records of Oklahoma City, would obtain power to remove or appoint trustees on multiple family trusts, thereby indirectly acquiring voting shares of the two institutions. The second applicant, Raymond Kido of Paradise Valley, Arizona, would become co-trustee of two trusts, also resulting in indirect acquisition of voting shares.
Both applications are submitted under the Change in Bank Control Act, 12 U.S.C. 1817(j), and the Board's Regulation LL, 12 CFR 238.31. Public portions of the filings, along with any related Board filings, are available for immediate inspection at the Federal Reserve Bank of Kansas City and the Board of Governors' offices, with expedited access possible through a FOIA request.
Interested parties may submit written comments to the Federal Reserve Bank of Kansas City, 1 Memorial Drive, Kansas City, Missouri, or to the Board of Governors, Secretary Benjamin W. McDonough, 20th Street and Constitution Avenue NW, Washington, DC 20551-0001, no later than the October 16 deadline. Comments are subject to public disclosure and will be released without alteration, except for removal of personal or business identifiers.
