The Securities and Exchange Commission announced on September 29, 2026 that it is soliciting public comments on the existing information collection required by Rule 10b-17 (17 CFR 240.10b-17) and intends to submit the collection to the Office of Management and Budget for extension and approval. The notice appears in the Federal Register (FR Doc No. 2026-20146) and cites OMB Control No. 3235-0476.

Rule 10b-17 obligates any issuer of a class of securities that is publicly traded, whether by interstate commerce, the mails, or a national securities exchange, to provide notice of (1) cash or in-kind dividends and other distributions, (2) stock splits or reverse splits, and (3) rights or other subscription offerings.

The Commission estimates approximately 9,648 respondents per year generate about 41,591 responses. Each response requires roughly 10 minutes, resulting in an annual burden of about 6,932 hours and an internal labor cost of approximately $804,112 for respondents complying with the notice requirement.

The comment period closes 30 days after publication, on November 2, 2026. The collection remains subject to the Paperwork Reduction Act requirement that it display a currently valid OMB control number.
