EXIM Bank Ends Dual-Use Export Monitoring as of August 2026
The Export-Import Bank will have no dual-use export monitoring obligations after August 2026, having repaid all such loans and financing none in FY 2025.

The Government Accountability Office reports that, as of August 2026, the Export-Import Bank of the United States (EXIM) is not monitoring the end use of any dual-use export because all such transactions have been repaid in full.
GAO's review of EXIM authorization data and interviews with EXIM officials confirms that the bank did not finance any new dual-use exports in fiscal year 2025.
The annual reporting requirement derives from legislation enacted in 1994 that authorizes EXIM to facilitate financing of defense articles and services with both civilian and military applications, provided the items are nonlethal and primarily intended for civilian end use. The same law directs GAO, in consultation with EXIM, to report each year on the end uses of dual-use exports financed during the second preceding fiscal year.
