Fed modernizes discount window, launches online portal for banks
Banks can now request discount window loans via the new Discount Window Direct portal, with over 60 % of requests submitted online.

The Federal Reserve announced a series of updates to its discount window that standardize collateral procedures, automate loan requests and deepen coordination with the Federal Home Loan Banks. The changes apply to all banks that borrow primary credit, the "no questions asked" liquidity source that the Fed has offered for 113 years, becoming 113 years old in December.
Business-process improvements include simplified pledge forms, faster enrollment, automated loan lists and a centralized resource for collateral information. The Reserve Banks also moved to a common collateral framework, shared loan-valuation models and accepted electronic signatures, allowing institutions to pledge multiple loan types while retaining possession of the collateral.
In 2024 the System launched Discount Window Direct (DWD), a self-service portal that lets banks request loans, make payments, view loan and collateral data and submit collateral files electronically. Since the portal's introduction, over 60 percent of discount window loan requests have been submitted through DWD, and the messaging feature lets banks contact their local Reserve Bank without a phone call.
The Fed highlighted the role of Treasury securities as collateral, noting that institutions can transfer securities from Fedwire accounts to a pledge account and receive same-day funding. The speech referenced the March 2020 market stress during the COVID-19 crisis, when a sharp increase in Treasury pledges helped the Fed provide liquidity. The modernization effort is presented as a system-wide initiative to keep the discount window efficient, accessible and supportive of broader financial-market stability.
