IRS Extends Information Collection for Acceptance Agent Applications
Foreign participants without a TIN must file Form 13551 via the AA Document Upload Tool; comments due by Dec. 1, 2026.

The Internal Revenue Service announced an extension of the information collection for Form 13551, the Application to Participate in the IRS Acceptance Agent Program, under the Paperwork Reduction Act. The notice, published in the Federal Register on Oct. 2, 2026 (FR Doc No. 2026-20189), states there is no change to the previously approved collection.
The collection is limited to foreign participants who do not have a Taxpayer Identification Number and wish to apply, renew, or update their participation using the AA Document Upload Tool. Domestic participants are directed to the IRS website's e-services portal.
The agency estimates 4,422 respondents will each spend about 30 minutes, resulting in an estimated total annual burden of 2,211 hours. Comments on the collection must be received on or before Dec. 1, 2026 and addressed to Andres Garcia, with OMB Control No. 1545-1896 in the subject line.
