President mandates America.gov as single digital gateway for federal services

All federal agencies must integrate eligible services into America.gov by the 90-day deadline after the September 29, 2026 order

Executive Order 14432, signed on September 29, 2026, directs the creation of America.gov as a unified, secure digital front door for every individual seeking federal information or services. The order binds all executive departments and agencies to participate in the platform, which is to function as a conversational entry point rather than a simple directory.

The order defines "covered services" as public-facing federal services that serve more than 100,000 users in a 12-month period and can be accessed or applied for online. It expressly excludes tax filing services provided by the Internal Revenue Service, services of the Department of War, and elements of the Intelligence Community. The Director of the Office of Management and Budget (OMB) may add or exclude services by memorandum.

Implementation responsibilities are assigned to the Administrator of the General Services Administration (GSA), who, in coordination with the Administrator of the National Design Studio and the Director of OMB, must establish and operate America.gov and integrate Login.gov as the authentication service. Within 90 days of the order, the OMB Director must issue a memorandum to agency heads. Those heads must identify covered services, integrate them with America.gov in a privacy-preserving manner, complete Login.gov integration per 1523(b)(1)(D) of title 6 and OMB Memorandum M-26-18, and provide ongoing usage and performance data to GSA and OMB.

The policy emphasizes security, data minimization, and the preservation of each agency's custody of records and statutory responsibilities. It also requires that existing lawful methods - such as in-person, telephone, mail, and agency-specific digital services - remain available.

The order clarifies that it does not create any enforceable right or benefit, nor does it require disclosure of prohibited information. Publication costs are to be borne by GSA.
