MEMX Rule 13.4(a) Amendment Takes Immediate Effect to Include TXSE Data Feeds
MEMX's amendment to disclose TXSE Exchange data sources is effective upon filing on August 12, 2026.

Pursuant to Section 19(b)(1) of the Securities Exchange Act of 1934 and Rule 19b-4, MEMX LLC filed a non-controversial proposed rule change on August 12, 2026. The filing amends Rule 13.4(a) of MEMX's rulebook and, under the Commission's designation, becomes operative immediately, without the standard 30-day delay.
The amendment updates the public disclosure requirements for the sources of data MEMX uses in order handling, order routing, order execution, and related compliance processes. Specifically, MEMX will now state that it utilizes Texas Stock Exchange (TXSE) market data from the Consolidated Quotation System/UTP Quotation Data Feed (CQS/UQDF) for those functions, reflecting TXSE's status as a registered national securities exchange that began trading on July 6, 2026.
MEMX cites the statutory basis of Section 6(b) of the Act and the Section 6(b)(5) requirement that exchange rules be designed to prevent fraud, promote equitable trade, and protect investors. The Exchange argues that the amendment adds specificity, clarity, and transparency, and does not impose any unnecessary burden on competition.
The Commission invites written comments for up to 60 days after filing. Comments may be submitted electronically via the SEC's internet comment form or by email, referencing file number SR-MEMX-2026-26, or in paper form sent in triplicate to the SEC Secretary. The Commission retains authority to temporarily suspend the rule change if deemed necessary in the public interest.
