Congress CISA GAO Workforce Five House Democrats are asking Congress’ investigative arm to examine how significant staffing cuts at the Cybersecurity and Infrastructure Security Agency have affected the government’s ability to defend federal networks and critical infrastructure.The lawmakers are calling on the Government Accountability Office — the top congressional watchdog that audits and evaluates federal programs — to examine the impact of personnel and program reductions enacted at CISA since President Donald Trump returned to the White House, according to a letter first seen by Nextgov/FCW.The request, addressed to acting Comptroller General Orice Williams Brown, is led by Reps. James Walkinshaw, D-Va., Delia Ramirez, D-Ill., and Bennie Thompson, D-Miss., the ranking member on the House Homeland Security Committee. Ramirez is the top Democrat on the panel’s cybersecurity subcommittee, where Walkinshaw also serves. Reps. U.S. GAO - Nuclear Fuel: Actions Needed to Enhance Cost Reporting and Economic Analysis for Federal Uranium Supply Efforts
Fast Facts The National Nuclear Security Administration provides enriched uranium for U.S. national security needs. NNSA is pursuing 3 long-term efforts to enrich uranium, which will cost an estimated $140 billion through 2105. However, it hasn't reported to Congress on these costs as required. Meanwhile, the Department of Energy is working to expand uranium enrichment in the U.S. for civilian purposes, mainly for nuclear fuel. But it needs to complete an economic analysis—including a review of costs and benefits—to ensure that its efforts are successful. Our recommendations address these issues. Skip to Highlights Highlights What GAO Found The National Nuclear Security Administration (NNSA) is preserving a sufficient inventory of low-enriched uranium (LEU) and highly enriched uranium (HEU) to meet national security needs until the 2040s. Separately, the largest needs for civilian enriched uranium are fuel for light water and advanced reactors. Estimates from the Department of Energy (DOE) and others about LEU supply and demand are generally well established, but factors such as the ban on LEU imports from Russia could affect availability. Demand estimates for high-assay low-enriched uranium (HALEU) vary, and estimated supply may not meet near-term demands. National Security and Civilian Use of Enriched Uranium NNSA has a plan to meet national security needs for enriched uranium that includes using current inventory until the 2040s while pursuing three enrichment efforts for long-term needs. NNSA estimates total program costs for these efforts of about $140 billion through 2105. NNSA has not yet conveyed those costs in a biennial report required by Congress because the estimates are new. U.S. GAO - Army Modernization: Better Schedule and Cost Information Needed to Support Scaling Battlefield Network
Fast Facts The Army has two efforts underway to modernize its mobile battlefield communication technologies, making them more reliable and secure for modern large-scale combat operations. The first effort is a near-term upgrade to eliminate large, immobile command posts that are easy to destroy. The second effort is ongoing and should provide the Army with a long-term mobile network solution when complete. But the Army doesn't have detailed schedule or cost information for this effort. Fast Facts DOD’s security cooperation workforce builds the capacity of partner nations' security forces through activities like training and weapons sales—valued at $104.4 billion in FY 2025. To ensure this workforce has the right skills and technologies, the FY 2024 National Defense Authorization Act directed DOD to improve the workforce's management and professional development. Of the 66 provisions in the law we identified and reviewed, the agency has completed work on 46, is in progress on 15, and has not started implementing the remaining five. DSCA expects to complete work on all security cooperation workforce provisions in fiscal year 2028. For example: The Human Capital Initiative has completed work on 23 provisions and is in progress on 11 provisions. For example, the team has completed the provision to identify and code security cooperation workforce positions. The watchdog gets watched: GAO’s hiring process length faces scrutiny
GAO in fiscal 2024 took an average of around 103 days to hire employees into mission critical positions. John M. Chase / Getty Images The Government Accountability Office is an independent legislative branch agency that reviews the effectiveness and efficiency of federal programs. For example, in recent weeks, GAO has issued reports finding that the State Department could be overspending on residences for overseas employees because certain housing standards haven’t been updated in more than three decades and that the Federal Emergency Management Agency cut staff without considering the impacts on disaster operations. GAO’s own watchdog, however, determined in a report published on Monday that the oversight agency is taking longer to hire than other federal agencies and that there are issues with how it measures certain hiring data, which could impede efforts to shorten the time that it takes to recruit. “The length of GAO’s hiring process increases the agency’s risk of not meeting its stated goal of hiring well-qualified candidates because prospective employees may accept other job opportunities while waiting for GAO to complete its hiring process,” the inspector general for the GAO wrote. In fiscal 2024, the IG reported that GAO took an average of about 103 days to hire employees into roles that have been deemed mission critical occupations across government (e.g. information technology management). To compare, the agency’s internal hiring target is 98 to 101 days, and the Office of Personnel Management’s hiring goal for executive branch agencies is 80 days. For instance, it took executive branch agencies that are part of an OPM dashboard an average of 72.1 days to hire for contracting roles in fiscal 2024 compared with 110.1 days for GAO to recruit for identical positions. Skip to Highlights Highlights What GAO Found In August 2025, GAO identified three priority recommendations for the National Aeronautics and Space Administration (NASA). Since then, NASA has not implemented any priority recommendations. In July 2026, GAO identified an additional priority recommendation, bringing the total to four. GAO is highlighting the following three areas that warrant timely and focused attention: Monitoring program costs, Managing cybersecurity risks, and Using federal contracting metrics. Addressing GAO's recommendations in these areas would enhance NASA's efforts to improve transparency into Artemis program and mission costs; help NASA understand its cybersecurity risks by performing an organization-wide cybersecurity risk assessment to identify and mitigate the highest priority cyber threats across the enterprise; and position NASA to make more informed management decisions and potentially save millions of dollars in its procurements. Taking action to implement all of GAO's open priority recommendations would help enhance the efficiency and effectiveness of operations across NASA. U.S. GAO - Defense Health Care: DOD Should Assess Its Needs for Managing Potential Brain Health Effects from Weapons Blast Exposures
Fast Facts There's growing evidence that service members' brain health may be at risk due to blast exposures from certain weapons they fire during training or combat. Firing these weapons can expose service members to blast overpressure waves, which may cause problems such as headaches, memory loss, or traumatic brain injury. In 2024, DOD routinely started monitoring service members' brain health and tracking those who've been exposed to blasts. But resource constraints—including a lack of dedicated staff—could hamper progress. We recommended DOD comprehensively assess the resources needed for these efforts. Skip to Highlights Highlights What GAO Found The Department of Defense (DOD) and its components—relevant DOD offices and the military departments (Army, Navy, and Air Force)—are taking steps to prevent and mitigate the brain health effects of blast exposure. In 2024, DOD established several blast overpressure requirements, including one requiring that brain health be monitored. Specifically, this requires that all high-risk active duty service members complete a baseline cognitive assessment in fiscal year 2025 and all new service members complete one during initial military training. DOD also required tracking service members’ exposures to blast overpressure. As of fiscal year 2025, components have begun to implement tracking requirements, including updating the centralized data system to be able to track exposures.
