FDIC seeks comments on renewal of reverse mortgage and insurance disclosure collections

Insured state nonmember banks, savings associations and their insurance sellers must review updated burden estimates by Aug. 31, 2026.

The Federal Deposit Insurance Corporation published a notice in the Federal Register (Vol. 91, No. 126, July 2, 2026) proposing renewal of two existing information collections, OMB Control No. 3064-0176 and OMB Control No. 3064-0140. Comments must be submitted on or before August 31, 2026.

The first collection, titled "Reverse Mortgage Products" (OMB 3064-0176), applies to insured state nonmember banks and state savings associations that make reverse mortgages. The burden estimate lists five respondents with a 40-hour annual recordkeeping obligation and eighteen respondents with an 8-hour annual recordkeeping obligation, for a total estimated annual burden of 344 hours - an increase of 64 hours from the 2024 estimate.

The second collection, "Insurance Sales Consumer Protections" (OMB 3064-0140), covers insured state nonmember banks, savings associations that sell insurance products, and persons who sell insurance on their behalf. The estimate cites 934 respondents each spending five hours, for a total annual burden of 4,670 hours, reflecting a reduction of 835 hours from the 2023 estimate.

The FDIC invites comments on the necessity, utility, accuracy of burden estimates, and potential ways to reduce respondent burden, including automated collection techniques. Submissions may be made via the agency's website, email, mail to Robert Meiers, Regulatory Counsel, or hand delivery to the FDIC's 17th Street building.
