Federal Reserve Issues Change in Bank Control Notice for Du Quoin State Bank

The Federal Reserve Board published a Change in Bank Control notice (FR Doc No. 2026-15538) on July 31, 2026 announcing that the Du Quoin State Bank Employee Stock Ownership Plan, represented by Daniel Ray Fulk individually and as trustee, has applied under the Change in Bank Control Act and Regulation Y to acquire voting shares of Perry County Bancorp Inc., thereby indirectly acquiring voting shares of Du Quoin State Bank, both located in Du Quoin, Illinois.

The public portions of the application and any related filings are available for immediate inspection at the Federal Reserve Bank of St. Louis and at the Board of Governors' offices. Interested parties may also request expedited access from the appropriate Reserve Bank or the Board's Freedom of Information Office. Written comments on the standards set forth in paragraph 7 of the Act must be submitted to the Reserve Bank of St. Louis or to the Board's Secretary, Benjamin W. McDonough, at the Washington address, no later than August 17, 2026. Comments are subject to public disclosure and will generally be released without alteration, except for removal of personal or business identifying information.

The Board will consider all comments received in accordance with the factors enumerated in paragraph 7 of the Change in Bank Control Act. The notice was filed on July 30, 2026 at 8:45 a.m. by Erin Cayce, Assistant Secretary of the Board, on behalf of the Board of Governors of the Federal Reserve System.
