OCC proposes new information collection for payment stablecoin issuers

The Office of the Comptroller of the Currency (OCC) published a notice on July 27, 2026 proposing a new information collection, identified by OMB Control No. 1557-NEW, for entities applying for licensing or registration to issue payment stablecoins under the Guiding and Establishing National Innovation for U.S. Stablecoins Act (GENIUS Act). The collection is intended to support the OCC's implementation of the Act, which became effective on January 18, 2026.

The proposed rule, outlined in 12 CFR 15.30(b)(1) and 15.32(b)(1), requires permitted payment stablecoin issuers (PPSIs) and foreign payment stablecoin issuers to submit detailed applications. PPSI applications must address financial condition, officer and director criminal history, competence and integrity of leadership, and redemption policy compliance. Foreign issuer applications must demonstrate a comparable regulatory regime, sufficient U.S. operational resources, and assessments of financial-stability and illicit-finance risks. Both application types must include an overview, business plan, reserve and redemption policies, risk-management program, and certifications that filings contain no material misrepresentations.

The OCC estimates the collection will involve 50 respondents, generating 6,250 total annual burden hours. Responses are expected on an occasional basis, with an estimated 50 total annual responses. The agency invites public comment on the necessity, burden accuracy, and potential improvements to the collection, including the use of automated techniques. Comments must be received by September 25, 2026, and may be submitted by email, mail, hand delivery, or fax as detailed in the notice.
