OCC proposes new reporting forms for permitted stablecoin issuers
Permitted and foreign payment stablecoin issuers must comment by Aug. 11, 2026 on weekly and quarterly reporting requirements

The Office of the Comptroller of the Currency published a notice in the Federal Register (Vol. 91, No. 113, June 12, 2026, FR Doc No: 2026-11856, pp. 35795-35799) proposing a new information collection under the Paperwork Reduction Act. The agency is seeking a new OMB control number, 1557-NEW, for reporting forms that permitted payment stablecoin issuers and foreign payment stablecoin issuers subject to OCC jurisdiction must complete.
The proposed collection would require issuers to submit two reports: a weekly confidential reporting form under proposed section 15.14(h) and a quarterly reporting form under proposed section 15.14(i). Foreign issuers would be subject to the same requirements under proposed section 15.31(b)(2). The forms contain eight schedules, including Schedule A for general data and Schedules C, D, E, F, G, and H for reserve-asset composition.
The OCC invites comments on the content of the forms, the preferred electronic format (XML or another), and specific items such as whether both weighted average maturity and weighted average life of reserve assets should be retained. Comments must be received by August 11, 2026 and may be submitted by email, mail, hand delivery, or fax as detailed in the notice.
