OCC seeks comments on renewal of mutual-to-stock conversion information collection

The Office of the Comptroller of the Currency published a notice in the Federal Register (Vol. 91, No. 155, Aug. 13, 2026) announcing the renewal of its information collection titled "Conversions From Mutual to Stock Form." The collection is identified by OMB control number 1557-0347 and is classified as a regular review.

The OCC is requesting written comments on the collection, with a deadline of Oct. 13, 2026. Submissions may be made by email, mail, hand delivery, or fax, and must reference the agency name "OCC" and control number "1557-0347." After the 60-day comment period, the agency will issue a second notice that provides a 30-day comment window.

The collection supports the Home Owners' Loan Act provisions that allow savings associations to convert from a mutual to a stock form. Regulations at 12 CFR Part 192 require detailed business plans, certifications, public notices, member approvals, and various filings - including Form AC exhibits - when a conversion is proposed.
