OCC seeks comments on revised Licensing Manual forms

The Office of the Comptroller of the Currency (OCC) published a notice in the Federal Register on June 12, 2026 (FR Doc 2026-11855) announcing a revision to its information collection titled "Licensing Manual." The agency is requesting public comment on the proposed changes, with submissions due by August 11, 2026. The collection is identified by OMB control number 1557-0014 and is subject to the Paperwork Reduction Act of 1995.

The Licensing Manual sets forth OCC policies and procedures for forming national banks, establishing Federal branches or agencies, and processing corporate expansions or structural changes. The notice lists a series of forms that are being revised, including the Oaths of Bank Directors, Organization Certificate Charter, and various public notice templates for bank mergers and relocations. Two new forms - Increase in Capital and Mutual Capital Certificate Application and Home Office Relocation to Existing/Branch Site - are added, while several forms such as the Affidavit, Change In Bank Control and IRS Tax Check Authorization are slated for deletion. The revisions are described as clarifying edits with minimal impact on the information requested from applicants.

The OCC estimates the collection will affect 2,994 respondents on an occasional basis, generating a total annual burden of 10,574 hours. Commenters are invited to address the necessity, burden accuracy, and potential improvements to the collection, including the use of automated techniques.
