President issues permit for Cameron County to operate Brownsville-Matamoros Bridge

The July 30, 2026 Presidential Permit lets Cameron County, Texas own, operate and maintain the Brownsville-Matamoros Bridge, subject to conditions and approval.

By authority vested in the President under 33 U.S.C. 535d, a Presidential Permit dated July 30, 2026 authorizes Cameron County, Texas to own, operate and maintain the Brownsville and Matamoros Bridge (B&M Bridge) at the Brownsville-Matamoros Port of Entry. The bridge consists of four concrete spans, four vehicle lanes and a downstream pedestrian crossing, and the permit references the Brownsville & Matamoros Bridge Presidential Permit Application submitted March 30, 2026.

The permit imposes numerous conditions, including unrestricted access for Federal, State and local inspectors, compliance with all applicable Federal laws and regulations, and the requirement that the permittee obtain and maintain any necessary Federal, State or local permits, approvals and right-of-way easements. The permittee must maintain the facility in good repair using best management practices, file required statements and reports, and refrain from any substantial change inconsistent with the original application without presidential approval. If the bridge is permanently closed as an international crossing, the permit terminates.

Any decision to transfer custody or control of the bridge to a Federal agency must be reported immediately to the President or his designee, and such transfer requires presidential approval. Transfer to a non-Federal entity also requires prior presidential approval, which may be conditioned as the President deems appropriate.

The permit does not create any enforceable right or benefit against the United States or its agencies, and may be revoked, amended, or terminated at the President's sole discretion. The permit remains in effect so long as Cameron County continues the authorized operations.
